How do I go about publishing my comic strip (without a Syndicate), and what should my cover letter say?

I have a 3-panel comic strip which I would like to get published. I need to know how to proceed to get it into newspapers. I would like to start WITHOUT a syndicate. My biggest concern is who to contact and what to write on my submission package cover letter.How do I go about publishing my comic strip (without a Syndicate), and what should my cover letter say?
Take it to a local newspaper and see if they are going to be interested any time soon in filling some space, you may have to start at the bottom, small town newspapers until it gets discovered working your way up.
